Many people have created frameworks to figure out how to do “Good”, and we can therefore work on how to best do “Evil” from there.
You could of course say that the end result is all that matters, and so give medical aid to criminals.
You could say that only the direct act matters and set fire to orphanages.
You could say that it strongly depends on who you affect by these acts and choose to set fire to orphanages AND give medical aid to criminals.

Is it a “good” thing to set up a bomb on the road with the “Intent”(Legal term) to kill a bus load of kids from an orphanage, but accidentally killing the van load of terrorists going to the orphanage to kill everyone there? You intended to kill people, and you did, just the wrong people… Future loopholes aside, like one of those kids will become an evil dictator and murder millions doesn’t make it better or worse.
